It depends if you've known them to be a touchy person or not. I generally don't touch people's skin unless I know they'd like that, so touching a tattoo would be unusual for me, and would merit thinking about. If the girls you're thinking of are used to casual touch, hugging, or are just physically comfortable people, they probably just like your tattoo. But if they're like me, it probably indicates interest. If I touch a girl's tattoo, I'm almost certainly interested. But then again, most girls get tattoos in more sensual places than guys... lower back, under the ear, collarbone, hip... so this may not apply if your tattoo is someplace very public like your wrist. Generally, the more they have to invade your personal space in order to touch the tattoo, the more likely it is that they're interested.

It depends. Honestly, I'd say they're just interested in the tattoo, unless they touch you a lot, that'd be a bit unusual, I mean, you like touching the person that you're interested in so it could be flirting, you have to look for other signs :)

My tattoos are on my upper arms/biceps, and when I was ripped, girls would come up and trace my tattoo with their finger.

Imo they're definitely flirting. I feel that if a girl unnecessarily touches me, she's interested. 8-)
