Then he asked me out to see a movie but I'm pretty sure it was a joke. He also always brings up how we never hang out any more. Does he like me?

He likes you. Its not unusual for guys to develop a crush on their friend whos a girl, and guys don't usually hit on girls "as a joke". I never have. If he asks you out again, say yes (if you like him) and see what he says then.
