It depends on how touchy-feely that person is on a regular basis. I'd poke or playfully smack my friends, not just men I was flirting with.

Being gay I have girls and sometimes guys poking me anywhere they please (not anywhere inappropriate) sometimes it is flirting and sometimes it isn't. I guess it depends on who's poking you and how they feel about you.
