Why does he do all of this if he has a girlfriend?

I went to school with this guy when I was around 9-10 years old, and he asked me to be his girlfriend, but I said no. We didn't speak to each other for like six years and then last year in July he randomly started talking to me on Facebook, it was quite late, and he ended up calling me and he was drunk. He would text me all day everyday. He kept asking me to meet up with him but I kept saying no. (I suffer with depression and anxiety so things like that are really difficult for me to do, but he doesn't know about any of that). In October last year, I finally agreed to meet up with him, my mom was there with us, but we didn't speak to each other the entire time that we were together. Later that day he asked me if I would be his girlfriend, but I said no. We still talked after that and everything was still the same. In January or something he got a girlfriend. He stopped texting me as much as he used to, but he would still call me late at night sometimes. He's always asking me if I want to meet up with him, but still I always say no. But one night a few months back I agreed to meet up with him. And it was exactly like the first time we met up, we were just standing there, not talking, and it was really awkward, and he spent the entire time looking into my eyes, when I was walking away to go home, he said "don't I get a hug" so I went back and hugged him. Later that night he texted me saying "even though we didn't talk much tonight if just felt right being with you". He's always asking me to meet up with him, but I never understand why because we don't talk and he spends the entire time looking into my eyes. In August he was driving around in the middle of the night trying to find me (I was at a music festival and I was waiting for a taxi to go home). He keeps doing all of this stuff and I just don't get it. Why does he keep doing this if he has a girlfriend. ?
