I think my boyfriend's brother has a big crush on me?

I have known his brother for 2 years now. He is always telling me I smell good and joking about how "pretty" I am. When we go out and have had some drinks, he always hugs me and teases me and finds ways to touch me. He stares in my direction all the time, and it seems like he is always trying to make me laugh. Mostly it's just a feeling I get, but I just don't know how to take his actions. He is a goofball and so I am not sure if I am just reading him wrong?

Avoid him and act civil not as you usually are he might take it as encouragement
