When I was a kid the only thing open after midnight was Winchels Donuts, which had an all-night drive through window. There was a liquor store open until 2 AM but it wasn't a convenience store with hotdogs spinning in a glass case, pizza slices or premade sandwiches. They sold booze.

Pragmatism. Donuts will hold up in difficult conditions during long stakeouts, and donuts have a long tradition, since those shops were among the few places open late at night in the pre-convenience store days.

24 hour fast food and mini marts weren't a thing before the 80's. Doughnut shops were the only all night places for people to get coffee and something to eat in 5 minutes in many areas so cops got a reputation for sitting at the doughnut shop
