Yes, all meat based things go bad eventually (and most plant based things).

The only stuff that never really goes bad is either minerals, plant seeds that are prepared properly, or junk food filled with tons of sugar or salt.

The only beef flavored thing that might last a very long time would be beef flavored instant ramen.

How long passed is it? The listed date isn't "when it goes bad"; it's the point at which the manufacturer stops guaranteeing that it's fresh. If it's only a few days- and it's not perishable, natch- then you're probably fine.

How far past the date is it, and how cold is the fridge it is stored in?

The other thing to check for (Assuming the same applies where you are ) if the food says 'use by' or 'best before'

I assume that it never was opened before.
Check first, if inside something is moving.
Next, test the smell.
If you're still not unconscious, odds are good that it's edible.
