I think it can be flirty if done right cause a lot of guys find it sexy when girls have really long hair. I'm not one of them so I don't really know why they find it sexy but to me as long as not short short hair it's call good

I find it sexy. I like long hair. If they do it while we are talking, or looking at each other I would considerate it a flirt move.

It depends on how it's done. By itself, just flipping it because it's in your way or whatever, then I don't think anything about it.
