I don't think most girls/women would do that, but I don't think there's anything wrong with them doing that. It's not like they need to expose themselves or cover the seat in fluid - there's public health reason not to do it. So I think they should go for it if they feel the need, or maybe ask for a hand from the guy they're next to.
