Why does my boyfriend stare at my leg? Guys is this normal?

Why does my boyfriend start to take deep heavy breathes. He'll spread his legs wider and put one arm between them. Then he'll get fidgety and touchy. He especially touches my legs, and he just like stares at my legs mostly. He tickles me all the time, mostly my legs, or my neck, lower back etc. His eyes dialate, sweaty palms, and red face. He touches me a little then just stops then starts again. Once in a while he'll reach to touch my legs then pull away and do something else. What's this mean?

Have you guys had sex yet? Maybe he wants sex but he's scared to move that far so he uses your legs as a fallback zone. If you want sex then use your body language to let him know that it's ok.
