Sometimes, but I don't think you can make a blanket statement that it definitely means she's interested.

People vary in how touchy-feely they are. Some people are touchy-feely with everyone. Some people are comfortable touching friends or acquaintances, even if they aren't romantically or sexually interested in them.

Personally, if I'm interested in a guy, I will find reasons to touch him or to encourage him to touch me, to let him know that I'm interested/comfortable with him touching me. But I can't say that I've never touched men on the arm or shoulder that I wasn't interested---I definitely have (there's just no ulterior motive behind it when I do it).

If I touch you, it means that I'm not grossed out by you, which is always good sign. Also a good way to tell if a girl likes you is if when you casually touch her, if she doesn't seem weirded out by it, then that's nice

It depends on how you know her. If she's a friend you know since a reasonably long time, it wouldn't mean anything. But if it is just an acquaintance of someone who seems to flirt a bit with you, then it can mean she likes you.
