If a girl doesn't break eye contact, does it mean she is into me?

I have been practicing to become more confident and one of the things I do is that I am trying to have eye contact with girls on the street. Girls always break the eye contact (I don't know if it's a good thing), but a few days ago, there was a girl that didn't break eye contact and kept looking at me until we went past each other. She didn't smile, her face was in a neutral state. What does this mean? Honestly, it looked a little bit intimidating and for the first time, I broke the eye contact first lol.

Ok woah I don't agree with the person who said eye contact doesn't mean anything.
On the contrary : it is everything!
Prolonged eye contact with a smile is as clear as someone coming up to you and saying "man you are the sexiest thing alive and I like you".

But prolonged eye contact with no smile might mean that she was intrigued by you. Now this was a girl passing on the street so I guess we'll never find out. But if you are in a setting where you can later go up to the girl who sustained your stare without smiling and strick a conversation, go for it 100%! She is at least interested in you or interested in who you are if not she wouldn't have held your gaze.
Not as intensely as someone who would have smiled while doing so but a least more interested than someone who didn't look back into your eyes for significative seconds.

Well, she did not smile. She kept looking right into my eyes with no expression. It does not sound like a big thing, but I was very intrigued by this and what it can mean, because I had never encountered a girl do this.

I have to admit, a lot of girls (and also the one on the street) have that '''I am better than you'' face, you know? Therefore, I sometimes can be intimidated if they don't at least smile. Do you think it is a good idea to approach anyway?

I am very much interested in body language and all but I am no expert...

You could approach anyways. But I am not sure I understand the "I am better than you" look?

So I guess you can't really know. Either you get comfortable with the idea of being rejected or shut down if you approach or you just refrain from doing so and go towards people who are less of a risk.

No, it is just a casual eye contact when you are walking past each other on the street.

Just make sure you break away after 2 MAYBE 3 seconds. If you look back and she's still looking at you, throw a smirk and see what happens.

And that girl could have just been staring at you I don't know sounds awkward
