I do eye contact for about a second to show that I acknowledge their existence in my realm of space, and then I look at something else as I pass by or keep talking.
People who stare at you directly in the eyes for extended periods of time are either creepy AF or they're trying to pull some dominance thing which usually leads me to poking them in the eyes because I hate people who constantly stare at you.
I don't need to keep looking at someone while holding a conversation and if it's a stranger on the street passing my, I will look at them for about 2 seconds tops from a distance away, then carry on... And when we are about to pass, I may look at them and they look at me for a fraction of a second and that's it.
Extended staring, to me, equates to being a psychopath.
But out of all the staring quirks that are out there, the one that I hate the most are guys who pass a girl and physically turn around and walk backwards as they keep staring at them... Like some greasy construction worker from the 1950's. It isn't romantic, it isn't cute, you look like a sleaze bag to everyone around you.
But then again, I hate people in general & have zero interest in getting to know anyone, so maybe it's just me.

She's reading you and trying to understand who you are, what you're about, what have you been doing, and why you behave the way you do. I do that because I'm highly intuitive and I sense things about people. It's something that just happens, and sadly I forget that it's rude to stare. But it's not entirely done on purpose. Those saying she is interested in dating you, obviously and sadly are too romanticized and or don't know what they're talking about. That stare is what some would call the 'Looking into the soul of the person' through intense eye contact.
My suggestion is: don't panic. If you panic, she will know. If your scared, she will know. If you're being cocky just to try to flirt with her, Yes, she will know. And she won't like it. She got the answers she needed and saw that you weren't a threat.
For me personally, I probably like the guy. I'm shy myself and am intimidated with making the first move, so I usually maintain eye contact in hopes that he'll say something to me.
Its definitely not meant as a challenge, intimidation, test, game, or to tell the guy to get lost. I really hope no one interprets me not breaking eye contact as any of that.
She was probably trying to intimidate you out of staring at her. That's pretty creepy of you. I've had strangers stare at me intensely and more times than not I'll stare back. I'd be more comfortable if people talked to me or smiled or something instead of just staring.

For me I do it to gauge a guy. I like to see if he can handle me. If he breaks eye contact first I know there is no point. Sorry I am a strong willed woman and I need an iron willed man.
She was giving you a death stare. Also, don't hit on random girls on the street. It's disrespectful and annoying.
That was it, she wanted to intimidate you. I liked to do this a lot when I was taking an antidepressant. That thing made me fearless and aggressive.
I find it mildly amusing to challenge them in a staring contest when neither of us breaks eye contact right away. Other times, I don't want to seem rude by immediately whipping my head/eyes away, so I wait for them to do it, but we just end up staring at each other. It's sometimes awkward when they've a neutral face throughout, but I get smiles more often than not.
She's challenging you. Never be the one to break eye contact. Even if it ends up being creepy.
She could be checking you out, got lost in thought and happened to be looking your direction, wondering if she’s seen you before, etc
I don't like when guys stare at me, so sometimes I'll stare back with a blank expression to freak them out/stop looking at me. Maybe she's the same way lol
