Girls, Are more college age girls going without panties these days?

I work near a college campus. On two occasions in the past year or so, I was walking up some steep stairs behind a female college student, when the wind blew her skirt up to reveal she was not wearing any panties.

Yesterday it was winter, and fairly cold, and still this girl had a short skirt with no panties.

Now I have been eyeing pretty girls for a good number of years, and I've seen a fair number of short skirts blow up in the wind, etc, but these were the only two times I've seen naked asses under those skirts, LOL.

So are college girls just more likely to leave off the undies than 20 years ago? if so, why?

A secondary question--in both cases the girl was holding her phone talking with one hand, and had something else in the other hand, so it took her a few seconds to push her skirt back down (or it blew up multiple times) Do these girls not care if anyone sees them naked, or is that part of the appeal?
