Why is my ex still salty? Is she not over me?

My ex girlfriend and I got into a fight and she said that I really hurt her so she broke up with me, even though I still liked her.

Anyway, we didn't talk period for over a month and now we've both started to try to be friends She's a really positive, strong girl and she seems totally over it. I still like talking to her but while its starting to seem like we're cool she's keeps making cynical remarks here and there. I told her I'd stop talking to her if she had a problem with me and she told me outright that she was just being salty.

What does she mean? Would she still be mad if she didn't like me any more?
Why is my ex still salty? Is she not over me?
