I was coming home from church on my way to the train line and I see this girl opens up her coat a little bit to show me her cleavage, then she walks pass me.

It means that girl wanted you to look. Women do have the need to be seen and admired. They feel the need to be and look sexy every once in a while. Some more than others. She was probably feeling bad about her self and wanted to be looked at. She most likely liked you so she wanted you to see her and like her. She then left before anything else happened.
Take it as a compliment you tickled her fancy so she showed you a bit more of her and you gave her what she wanted.
