The way OP justified 'staring' by basically justifying it in ways like saying the girl could've just worn baggy sweats sounds an awful lot like victim-shaming, though. We don't know that for a fact, I think that the majority of us dress to impress, I know I do. We wear nice shirts, jeans and shoes. As men we like our muscles to be shown hence tank tops and really short sleeved shirts were invented. We all like attention in some way or other and it's not a bad thing.
