What does it mean when someone says hi to you twice all the time?

It means about as much as comparing it to someone that always has a nervous laugh after they speak... or to people that are afraid of silence, so they talk a lot... and so on. It could just be a habit, or a nervous tick..

Some people scare me and I become an extremely observant individual that keeps speaking to a minimum. Others make me feel comfortable and I'm a comedian. Or if I'm dealing with someone I have a feeling thrives off being offended... I might act like a dick, just trying to get them triggered.

You would have to analyze yourself, since you were there in the setting and context what it is. My best guess is it's sort of a nervous tick... one that I have myself when people I don't know ask me questions. They ask how I'm doing, and I'm like, "Pretty good, pretty good."
