I have commonly heard of and observed that people tend to confuse friendly gestures by a person who is expressive with their emotions as being romantic in nature when they are actually not. Although I have little doubt that there is a possibility she behaves this way out of romantic interest, it would not be uncommon for her to just say hi and react in such a way to be friendly. It is decently possible that she says this only to you but not other people because she believes you have qualities that the rest of your group does not and is interested in only being friendly with you out of the group. I know that to you it seems like this person seems to be flirting, but it is all too easy for perceptions to be false. Without further information, I would not automatically assume that said person is flirting. I would advise you to start a conversation with her and gather more info before making a sweeping assumption.

I wouldn't read into the "hi" too much. Girls often say hi to a guy that they're not interested in (but like to be friendly around) for attention purposes, to be honest. However, her blushing and being bashful with her friends is another story -- those are common signs she's into you!
