some do, some don't. Depends on what kinda girl she is. but usually if you see her look at you with a smile for a few time, you should assume that she wanted you to approach her. Just go for it and if it turns out she didn't, walk away it's all good. by the way, having a nice physique, dress better, smell better, better posture and it will make it more clear for you because this kind of interaction purely base on your look.
