It could be any number of reasons. Flirting doesn't jump to the front of the list. Were you out in public or alone. Have you seen her wear a similar outfit. Were you planning in seeing each other. Did you see each other earlier and plan to meet up and she changed into this outfit. If it were me and I was out I'd compliment her and see where it went from there. If she was using it as a flirt she might engage and make it obvious that was what she wanted if she tries to adjust it and cover up be careful.
