I always catch this girl staring at me, Why does she do this?

Situation:
So we both work at the same location and both be in the same room with other Employees.
Every time or other time I look up in her direction she staring in my direction. At first my initial thought was she thinking or trying get her work done. But she hold the gaze for like 2 seconds then look away.
Fine, we stare and we move on, but this is every shift we both work in. everyday past 3 months or more. So i see if stare at other people. She do, just see what there doing then gets back on her phone. She doesn't hold her gaze with them.

Have I ever tried talking to her or seeing what's up?
Not really, no. Sometimes I say good morning or how was she just to be polite and thats it. she'll answer and I will just listen.
do other guys talk and flirt with her?
Yes, definitely. she just chuckles quietly but doesn't entertain the conversation. She'll speak with them and all that but she'll get right back on her phone or walk around doing other stuff.

Other than that, Im pretty confused why every time I look up or turn my head in her direction she's staring at me. sometimes hold her gaze.
