Why this girl keep staring at me even though I ignore her sometimes?

This girl and me have been staring each other since 1 months ago, she was who started staring at me and I stares at her back, after multiple starings. I said hi to her and asked her name, we had a short conversation and she was open to talk all the time.

After that I found her few times in the hallway and we said hi each other, sometimes ignores her when she look at me, I haven't tried approach her again, just reply her staring sometimes and other times I ignore her. But she still continues staring at me even though I haven't approached her again. Why? I'm thinking about approaching her and talk with her.
