Why does this girl stare at me but ignore me?

There is a girl I have been seeing around my university for a few months now that is always staring at me but will avoid me and pretend to not see me when I'm close to her. There has been several times I have looked up and noticed her looking right at me from across the road. She also often walks by the campus gym when I'm in there and will look at me through the window. She never really smiles and just looks at me with a blank expression. We don't know each other and have never actually spoken. One day I tried to be nice and waved at her as I passed her and she smiled and said hey back but then went back to avoiding contact the following days.

If you notice that she stares at you that means that you stare in return and my question is why do you stare at her?

If you would not stare or try to steal glimpses, then you would not notice that she stares at you.

Therefore, what is your own reason for staring at her all the time?

She stares because you may remind her of someone with a negative feeling because if she has a neutral or blank expression, that means that she has had a bad experience with someone that looks like you or it could also be that she finds you menacing in a way or another for constantly staring at her.

Not sure if you misread what I wrote or are just making assumptions but simply looking up and noticing someone staring at me doesn't mean I always stare at them. The fact that she was staring when I happened to look up means she had been doing it for sometime before I looked up.
