How to date a girl with depression and anxiety?

I've been with my girlfriend for a year now, in general she's never actually done something significant for me, and I've accepted that for a while at first because maybe she needs time to open and warm up to me.

Present time, the biggest thing she ever gives me so far is a cute selfie, maybe once or twice a month because she usually takes 30 minutes to take a "good selfie" then she gives up, she forgot about my birthday because she was in a depression phase, whenever she tries to do something for me she tells me her anxiety holds her back from actually doing it.
I don't even get her attention when I want it, I have to call her and hope that she isn't busy like she is about 90% of the time.

So far I can't even list the things I've done for her and given her because they're so many, I take every chance to celebrate her and make her happy. Her smile is always ear to ear whenever I show love or care of any capacity, she's flirty and feels super shy and in love when she's around me, so I don't really doubt the love.
She always says that she'll pay me back for everything and make up for it some day when she figures out how to fix herself, but that day doesn't seem to get any closer.

This is very draining for me, and I understand her circumstances but I'm worrying over my own mental health, I can't just keep giving and getting nothing in return.

We've talked about it several times and it went nowhere because apparently there's nothing she can do at the moment, and if I push it we end up fighting and she goes into self-defence mode (cold shoulder) so her depression doesn't get severe and she starts getting "really bad thoughts" as she words it.
