my guy friend kissed my chest I was watching tv her was on his phone texing another friend than we wear talking about nothing really than we wear siting next to eachother on the couch and he told me a joke so I laughed than he kissed my chest like twice what dose all of this mean

Simply put, he is a pervert and a sex minded person that takes the liberty to do things without the permission of the victim of such acts.

To me, he is a toxic person and what he did is a no-go. That would be a reason for me to sever this friendship because a person that acts like that is unreliable and takes advantage of the other person. He takes liberties that are unacceptable. It is an infringement of the victim's sexual integrity and I would view it as a sexual offense.

Time to put this guy in his place and to move on.
