Therapy. She has to change her thinking (self image). What has to change with that can be multiple things that I think therapy can only help with. Example stop comparing yourself to other women, accept your body the way it is, etc. I can almost guarantee you judge your own body much more than anyone else does, which will be why you don't feel beautiful.
