If women in general want a relationship why don't they ever really commit to a guy?

Let me explain. A woman sees a guy she likes, is interested in. She sends him subtle (sometimes too subtle of) signs that she wants him to approach her. Generally if these signs go unanswered she decides "well he's just not very interested or is gay or something because look at me what guy wouldn't bite on this bait". Even worse some women get an attitude and decide if the guy approaches later they're no longer interested ( how silly is that). All because most likely the guy didn't even know she was signaling him.
I ask this because I get that you women want to know a guy has genuine interest. And good motives before you commit to a guy. But don't you realize guys with good motives think the same way? We're not just looking for a warm female body. We want to know you have genuine interest in us to. And that you're not just looking for another boy toy.
