I would hold him because he's very cute but at the same time, if his family is not there at all, it's very important to go and find them or contact authorities so he is safe.

Most kids are a little shy, I don't know if they want cuddles from strangers but if THIS kid does then it's okay... I'll buy him snacks and toys along the way and we'll go notify the police together.
