Is it inappropriate for women to wear tight fitting spandex/legging shorts in public?

Woman in front of me at target was wearing shorts that hugged her butt tightly making her ass literally pop out. I felt more uncomfortable than usual in public and didn't know where to look or how to act especially with women standing behind me in line probably judging me. Im not attractive at all, im skinny and goofy looking and noone respects me so i didn't want to make her feel uneasy and creeped out by me being

yeah its cause i know i make women uncomfortable so i was trying to show no interest so they can relax
