Catching eye contact of a girl throughout my daily activities?

So I always overthink this when it comes to approaching girls and we end up both just staring at each other and then the person looks away, either me or the other person. Like today I was at the gas station and I looked over as I was tightening the cap on the gas tank and their was this chick who held my eye contact when she saw me looking her way. It was probably 4 seconds worth, then she looked away first. Neither one of us were smiling, so there is no telling if she thought I was good looking, but in my opinion it was an opportunity I missed. I suppose I could have walked over and said hi right? See this is where I overthink things and then never make a move

She prolly didn’t expect to come across someone as good looking as you and well, within 4 seconds, you can absorb a lot about a person but she didn’t mean to stare for so long, but yeah.. maybe you could have made a move because that’s a good sign that she was somewhat attracted to you.
