I see you do it only with girls, but this is probably because you mean the street itself, or just an exchange of looks, as something flirt/dating related. It doesn't work like that. People walk all the time around and even though some of them might often appreciate other's appearance, they will anyway forget after a while and are not set with the mind to do anything else than just casually looking at them for a second. So don't be afraid of what they think, they will just forget and pass by, regardless from your look. And they will forget also in case you look back at them for a second, because this is just what all the people do. But keep in mind people on the street are not on a dating event, they're really just walking, minding their business and thinking about some mess they're dealing with, probably. They might simply think:"Oh this guy looks like someone I know", "or this guy looks like he got a fresh haircut, I should phone the hair saloon today too", "oh this guy walks with t-shirt in February, I wish wasn't this vulnerable to cold", etc. They could think really really anything (sometimes even legit nothing), and most of the things are possibly not flirt-related. But all of them will be forgotten anyway, unless there was something really striking and unusual that really caught their attention.
I personally look a bit longer to people (any gender) when they walk towards me because I live in an area with few inhabitants so I spend more time checking if I know this person. If unsure, I greet them softly just in case. Of course you don't do that in cities, but on the other hand in cities people are also used to see people walking in their direction continuously.
Probably just innocent eye contact, might be thinking about something else and they happen to meet your gaze. Maybe they’re interested.
Just speak, hey 👋. They may stop and talk and lunch etc…

It’s a little thing eyes tend to do I like to call “observing your surroundings”. lol Just looking at someone doesn’t have to mean anything beyond that.
