That happens to me all the time, I look at them when they look away, then they look back at me and I smile and if they're cute I might walk up to her and talk to her. One time I was at the bar and this smoking hot blonde was looking at me with her friend, and I was with my buddy and I said you see those chicks, they keep staring at us, let's see if theyre interested, and I said without being obvious keep an eye on them and see what they do, because I bet you five bucks when we move they will follow.
Of course my friend was like no dude they're not looking at us you just think they are, well I knew they were I was proving my point to him. And sure enough we moved and they followed not far behind and so I went ok man check this out, and I walked up to that smoking hot blonde and I said excuse me I couldn't help but notice you staring at me, and she goes well it's about time you came over here to talk to me. That turned into a fun night after that.

They just like looking at you, happens to me a lot too but it happens more often when I'm staring at a girl then she catches me and I guess she's interested.
Those girls are shy, think about if you were them, staring straight at someone you like, you wouldn't be staring if you didn't like the way they were looking. Besides its safe to say they like you if its happened more than once.
When you say a lot do you mean every second girl, because it may just be that you look funny or amazing/different. Otherwise if its every girl once in a while then its attraction.
There are a couple reasons we do this:
1. We don't want to seem like a phsyco freak by staring at you and so when you catch us we look away
2. We like you but we are not sure if you like us back yet so we don't want you to catch us checking you out if you don't even have any interest in us. We usually don't want the guy to know that we like him until we think he may like us back.
3. She was just checking you out
I usually just smile if I'm caught staring and maybe laugh, but to some people their first reflex is to look away. They're afraid of being judged and we've all been brought up to think that staring is rude. Just try to make them feel more comfortable around you and you might start up some interesting convos!
Would you like to turn around and see a girl staring at you? I don't think so, you'd probably be creeped out. So in an effort to not look like a complete psycho we look away when you look our way. It's just what we do it's a reflex.
probably because they are shyer than men and get embarrased so will look then blush and coy so look down or away. Its not something easy to control.

That's call the hypnotic stare. In some cultures which stress peace, staring is consider extremely impolite because it is an act of aggression. Life and death fights have begun that way. In wildlife, animals use it to freeze their prey so that they have time to jump on them. Some tactical oriented human beings retained this animalistic trait, or learnt and used this technique well, in both business and private situations.
That being said, it can be a very deep loving look between two genuine lovers. In that case, it is a look, and not a stare. Fine difference, also BIG difference. Trust your feelings, they will tell which is which.It means they're having a look and if they look again it means they like what they see.

& looking at eachother& making eye contact for a while would be a little strange..
