Follow is creepy but its also romanticized in problematic ways. A well done soft approach might spin a tale of attraction and intrigue (cinderella story), but a harsh approach might result in feeling stalked and an invasion of privacy.

The thing is, I might appreciate a guy making a polite approach, but I would not want to know how long he had been 'following' unless I declared reciprocated. If he messed up his approach I would be doubly creeper out that he had been following me.

If it's across a room to start a conversation, it's also much more okay than following your blocks to your house, which is NOT okay in any sense (twilight is fucked up in that regard).

It kinds of depends how pretty she is. Most really attractive women here it so much it doesn't mean a lot to them and so if it's not coming from the right guy it's considered creepy. If she's fat and ugly she's just happy hear it as it seldom happens. And of course every woman is suspicious of the motives behind being told they're pretty.
