Girls, why is it you're never freezing cold in the dead of winter walking around outside in just a short dress but you freeze in summer from a breeze?

One day, I was walking to a bus stop with a friend of mine after school on a freezing cold winter day and we both spotted a few girls walking around in just a short dress or skirt and we're freezing out asses off in jeans and thick winter coats but they don't seem to be bothered by it at all while they MAY have a thick coat on but, they're still running around, basically, naked from the waist down! You're not wearing much more than a long t-shirt and pantyhose!! Okay, I know how the pantyhose are a bit of a help but, if I'M freezing and I'm can deal with walking in snow barefoot, how is it YOU'RE able to take it if you get a deathly chill in summer if a butterfly happens to fly to close to you?
