Girls, During cold winter season, why some girl wear miniskirt despite wearing thick jacket, hand gloves, and neckerchief?

Hi there. My question here is not a complaint. Well, let me explain my background first

I remember during winter, I forgot my hand gloves. My hand were so freezing that I barely able to keep them out from my pockets

Then Today I'm watching a television series, where the setting is winter. It's freezing, that everybody covers up. There's a scarf on the neck, thick jacket for body, and hand gloves for hands. Not allowing anybody heat out. Just the same with me, But, they don't cover their legs. Just with miniskirts. This made me curious.

At a first glance, maybe they just get used to cold weather. But then I started to think, if they get used to it, why wear scarf, jacket, and hand gloves then? Or our legs didn't feel as cold as our arm, body, and neck?

They may feel cold but we often wear things simply because they look good :)
