My teen sister always keeps her shoulders and arms bare and then complains she's cold, but when I asked her why she doesn't cover up she said it's her choice what to wear.

Ok maybe this will help understand. Many women will deliberate over what they wear. And create a specific outfit to go for a particular look. Adding extra layers she hadn't picked changes or even ruins that look in her mind. It may sound dumb but the way it seems to her, you're interfering with the way she expresses herself and presents her outward appearance.

Because that’s how women are. And some personalities crave it so much that whether it’s positive (you have nice arms) or negative (I’m cold…then put clothes own.. why always this)…. BOTH are attention. Got that ⁉️
