Why is it that once girls realize that a guy is quiet/nervous/shy, they initiate talking and teasing more often?

I have seen that a lot in my social circle.

whenever those girls realize that a guy is shy they become way more talkative to that guy, and get teased.

Why does that happen? Do they feel bad or something?

a girl friend of mine works with a guy and at first she told me that he seemed to be arrogant because he never talks, but over the course of time she told me that she realized that he just gets nervous around girls, probably because he never talked to them.

she also said stuff like “have you never talked to girls?” or “why are you so nervous?”, and she even asked “do you have a girlfriend?”

i asked her why she started to talk to him more and she said that she found his nervousness and inexperience with girls cute.

is that true?
