Why can't my friend stop harrasing a guy she likes?

This guy she has liked for the past 4 years has never made a move romantically surely she should no he isn't interested in her and ge has told her she is like a sister to him but she is planning to yet again send him this message

He needs to be blunt with her and tell he he isn't interested in her in a romantic way and he will never be in a relationship with her. Sometimes you have to be blunt even if it is cruel.
