The main reason is women does not feel secure due to men/boys out there..

They are continuously waiting for a girls to wear skirt or dresses and they see under it or lift it.

so to avoid all this things we girls started to wear shorts under it..

We don't wear shorts under our skirts. I I ever did, it would be for some kind of athletic event, in which case I probably wouldn't be wearing a skirt in the first place.
