Would you considering this cheating & wrong if you're not the one in a relationship?

My friend is a bit of player with guys.

She's been seeing a guy when he's already in a two year relationship.

I know she's not the cheater but since she's knows the guy is in a relationship, would you still think it's wrong?

I've told her I think it's bad, but cause she's single, she thinks it's ok.

If they are romantically into each other, yes, that's wrong.
To check that: is there any other reason for them to "see each other", than romantic/sexual interest? Have they many things in common, are they colleagues, and spend time talking about those things just like two males would do? If so, fine, that's just friendship. If not...

But what determines, ultimately, if it's wrong or not, is the consent of their partners. The core of cheating is to betray the trust of your partner, to do things that you don't want your partner to know, or things that you know would make your partner suffer.
So, if the other girl perfectly knows her boyfriend sees your friend, when, where, and to do what, and have nothing against that, then that's all fine. While if they are keeping it secret, well, that's a principle of cheating already (why would he need to hide that otherwise?) and it can only lead there afterall, the circumstance is created already, the trust is broken already.

A note: your friend should not try to have a relationship with him, it's a bad choice. Even in case she "wins" him, and he cheats on his girlfriend, well she is basically trying everything to get a cheater for herself. He would cheat on her later when the circumstance is similar. Cheating is never about the partner, it's about the cheater's lack of responsibility to quit a relationship before jumping in another, and their moral level.
