I seem to have this guy who is badly fixated on me and that fixation makes me very uncomfortable - how can I break it off without ghosting him?

I even mentioned yesterday that my brother is 6'2" as a means to try and intimidate him (he's only 5'6") into rethinking this idea he has of visiting my house and that I share the house with my brother. It did and didn't work. He proceeded to ask my brother's schedule so not around.

He quite literally phoned me the minute he got home without texting me if okay, etc. I definitely gotta block him after this.

Tell him to stop. Then stop replying, and block his number. If he shows up, call tell him to leave and call the cops. It's not ghosting if you tell him you don't want him to contact you anymore.

If you keep talking to him, it will just encourage him. Cut all contact.

This guy is enjoying terrorizing you. I imagine his mindset is if I can't have you no one else can. He is occupying your thoughts, movements, and genral Bill of Rights freedoms. This is unacceptable.

Do you have an animal such as a dog, a stoop, or glassed screened door? This is a problem solver unless the guy has conceal and carry and is very determined.
