Kinda sounds like you guys had an argument or maybe something happened and she doesn't know how to talk to you about it. Honestly you should just ask her in private if everything is okay or if you did something to upset her. Let her know how her actions are making you feel.
Nothing bad has happened between us. No arguments or anything. I noticed she was starting small talk with me
How long has this been going on would be my question to you... What's the possibility except for 1. She doesn't like you and you are creeping her out, 2. She likes you but it is an uncomfortable but really like you, 3. thought you liked her but determined you don't because you never asked her out.
It has to be one of these things. I'll tell you this though: if it moves from uncomfortable like to "he thinks I'm ugly into Shame then you are done in every sort of way.
She will still talk to me. But it seems like we're breaking the ice everytime. When she talks to me it's small talk
She might be interested in you, so why not make an effort to get to know her.
She then start making this effort to ensure I got a harness for the training activity we were doing. She was to the trainer " ahh is there a harness for him* he hasn't got one yet.
But she just seems to act quiet with me which makes me feel like she hates me

I don't think she dislikes you, I think she either doesn't know you well enough to talk beyond small talk or something happened to make her go quiet around you. Go talk to her. Be vulnerable with her.
