Is it weird if a stranger tells you look sexy - like a woman telling another woman they look sexy spontaneously when they are dressed in just very regular cloth like white top and tan pants.

it’s more of a chance that a strange guy will say, “ oh my, you are a sexy woman” than someone you know. If you have ever been cat called, it is not by women snd men that you know.

Not really women are different compared to men that doesn’t even mean that she’s Gay or bisexual. She is probably just being friendly. She’s probably straight just being nice to you.
