Next time you're sitting beside her and she touches you, return the favour and when she tells you not to touch her (she better be dam smiling and you not simply making that shit up otherwise you're going to get slapped and rightly so)...

Place your hand on her thigh, look her directly in the eyes... and tell her "if you can touch me then I can touch you". Don't remove your hand and don't break eye contact.

If she she doesn't pull away... kiss her.

She's a flake. She's just f***ing with your head man. I would just ignore her. Unless her touching you really bothers and offends you (which I'm guessing it doesn't). When her games isn't eliciting a reaction from you anymore she'll quit. Because that's all the interest she has.
