1. People have different alcohol tolerance levels.
a) how much/how often you drink (people who don't drink very much/often may get drunk faster)
b) body weight (smaller people often need less alcohol to feel the effects)
c) whether or not you have food in your stomach
d) if you're on medications that you're not supposed to drink alcohol on
2. Alcohol is a social lubricant. Even if you are just a little tipsy, for some people, that's enough "liquid courage" for them to feel comfortable "coming out of their shell" a bit (and for some people, that translates to being obnoxious).
3. Atmosphere. Being around other people who are drinking or drunk can have an affect on your own behavior . Even if someone hasn't had anything to drink at all, they might change their behavior , either unconsciously (in the sense that "mood" can be kind of contagious, like if everyone around you is hyper and excited, you might find yourself feeling that way too), or consciously (to try to fit in with the group).
4. "Blame it on the alcohol". Sometimes there are things that a person wants to say or do, but they're worried about getting a negative reaction if they say or do those things. So, if they act drunk, they have a "fall back" to say, "Oh, sorry, I was drunk." if other people don't respond the way they hoped they would. For example, you can express interest in a person, but if they say they don't feel the same way, you can "save face" by later saying that it was the alcohol talking or that you don't remember what you said because you were drunk.

Being drunk is a socially acceptable excuse to act retarded, and some people jump at the opportunity, even when they're not drunk. There's also the concept that drunk = fun, and what girl doesn't want to seem "fUn LoL"?

People drink for different reasons. I would assume that these girls do it so they can hang out with their friends and loose their inhibitions a bit... maybe hit on a few guys...be assertive sexually... the list could go on.
They might not be as drunk as they act and are using the alcohol as an excuse to act the way they want to. This may not in a completely conscious way. I think most people notice that they act a little more tipsy when they are with other people, as apposed to drinking alone.
But lets be fair, guys do very similar things with alcohol. They act loud and rowdy with their buddies, they hit on women they find attractive... and I would venture a guess that they do this - sometimes - before they are physically "drunk:".
Reminds me of a time in college my buddy got a keg of non alcoholic beer for free. So we invited these kids who were in high school to come over and drink.
They drank the whole thing and acted absolutely trashed. We even video taped it and then played it back to them. Then we told them there was no alcohol in the beer. Only two out of five admitted to acting. The rest insisted there was alcohol or something in the non alcoholic beer. LOL.

Sometimes the drunk girls get the attention the sober girls crave.
Also there is a placebo affect when you start drinking that you can think you are drunk when you really aren't.It could be an allergic reaction to the alcohol, that would have that affect. I suspect it was because she thought it was cute or something.
Some people are lightweights.
Cause they're attention whores.
