Either she's trying get your attention or she's somehow mocking you.

I have a female employee who doesn't like another employee (male) of mine.

She whistles everytime he's nearby to annoy him.

He knows and he truly gets annoyed.

The thing is. She does all the time. Yet I ignore her all the time. I know she likes me as she shown numerous signals. Yet any normal human would understand if someone ignores you or avoids you means they don't like you simple.

Is she whistling directly to you as if she's calling you or simply whistling to amuse herself?
