How to react when a woman looks at you but you are neutral?

Kind of an awkward thing that I face almost everyday. Some girls in my college and my neighbourhood look at me and smile. But I am not interested in anything. It is not that I do not like them, but rather because I just want to avoid anything for now.

Right now, I just try my hardest to not look back, and keep doing what I was doing. But I think that looks kind of rude. What would be a better response? I mean I do not want to look repulsive but at the same time I do not want to flirt, or start a conversation etc. I just want to keep doing my thing without being rude.

i mean, for example, if i am walking i just want to be able to walk past comfortably. if i catch a girl staring, what should i do? what is the best reaction that does not seem rude nor flirty.

okay... to give you an actual scenario... imagine you are going to your class (you are in college) and you catch some girl long staring at you (like she is staring till you enter the classroom). What do you do? Do you stare back (so you both are looking at each other), or do you try your best to not make an eye contact again? or something else. the only thing is that i do not want to seem rude neither do i want to show that i am interested.
