Why would a woman constantly stare at me and send signals that she is interested then look away when I'm close to her?

What are the signals she is sending that makes you think she is interested? Some context there might help give a better answer to why she is behaving the way she is. Remember that in order to know she is staring at you that means you are looking at her that much too or you wouldn't know. Maybe this is one of those times where you each think each other are staring so you both keep checking. It could be because she is interested too by maybe shy or introverted. That could also be a reason. I do wonder what these other signals are. Might explain a lot.

Mostly her constantly looking at me from a distance but there have been a few times she smiled as she walked by me. We live in the same apartment complex and she often go out of her way to walk by my porch when i'm sitting outside. She will usually glance over at me then quickly look away

Maybe she got shy or embarrassed? Girls are like that too! For example once I flirted with this guy big time & I looked super confident. Next time I saw him, I freaked out & couldn’t look at him in the eye because I was nervous. So it might be that
