Why does she stare at me from afar but ignores me up close?

She'll pay attention/stare at me but ignores me up close. A couple of weeks back, she stood close to where I was (body facing mine) looking down on her phone, but glances at me a couple of times then left. Just yesterday. We spotted each other and I was going to walk over to her but I chickened out and left. A little while later, she comes close to where I was, I caught her looking at me and she quickly looked away, but it looked like she was mad/annoyed.

Anyway, I want to do something so bad but I feel confused. I feel like there might be interest, but I don't want to do something stupid either.

She is probably asking the same question why you are looking at her. Maybe thinking "Why is this weirdo staring at me?". That makes her more conscious of it and looks more often.
